Internet Crimes Against Children, The Utah Task Force

Capt. Rhett McQuiston the man that leads (ICAC-TF) stopped by on Tuesday, to share with us tips and advice on how to help keep our children safe…

Capt. Rhett McQuiston of the Utah Attorney General’s Internet Crimes Against Children Task Force (ICAC-TF) began his career with the ICAC-TF as a part-time assignment on March 1, 2000. Since that time he has served as a full-time ICAC-TF investigator, acting Section Chief, Assistant Section Chief and in November 2007, he was promoted to Captain of the ICAC-TF.

The ICAC-TF is a multi-jurisdictional task force that includes federal, State and Local law enforcement officers across the State of Utah. Capt. McQuiston has been involved in arresting well over 200 individuals for the crime of Enticing A Minor Over the Internet, a Second Degree Felony as well as multiple cases involving Manufacturing, Distributing, Possession of Child Pornography.

Capt. McQuiston also serves as an investigator on the State of Utah “Child Abduction Response Team” (CART). The CART team is a multi-jurisdictional squad that is called into service once a child is missing and believed to have been abducted. Q 1: What is it that excites you about what you are doing as the Captain of the Utah Attorney General’s Internet Crimes Against Children Task Force (ICAC-TF)?

Rhett:
Working with the Utah Attorney General’s Internet Crimes Against Children Task Force is the most rewarding work I have ever done in law enforcement. That is not to say there are not bad days and tough cases; however, the felling that you have stopped a person who is into sexual abusing children is a very powerful feeling and the hope is that because of our teams effort there is a child and family out there that will never know the horrors of child sexual abuse because this person was arrested in a pro-active case.

Q 2: What comes to mind when you hear the phrase, “Responsible Cybercitizen“? And how important do you feel it is to be a “Responsible CyberCitizen”

Rhett:
The first thing I think of when I hear Responsible CyberCitizen, is a person who cares about society and understands that what happens on the Internet can have serious real world ramifications. The responsible cybercitizen is very important because law enforcement cannot be everywhere in cyberspace and we need individuals who will report those who are preying on children and/or involved in any other criminal activity. The Internet is so huge, so vast, that it would be like having only one police officer in the entire State of Utah to respond to all the crimes, car accidents, life threatening situations and etc.

Therefore, Responsible CyberCitizens can and do play a vital role in helping protect children who are on-line.

Once again, Susanne Mitchell shows how time can heal all wounds…

What a very special treat for the CyberHood Watch Partners today, as we had the opportunity to host our live radio show and our special guest was Susanne Mitchell from the The Children’s Justice Centers of Salt Lake County… she graciously answered our questions and shared advice for all of our listeners and once again, showed that time heals all wounds… as Susanne pointed out, making a very calming and caring environment for the victims, is the first step in the healing process and especially for the children to feel comfortable to be able to talk about and share their experiences with adults that can help them, and be their advocates through this very difficult time and the long process of recovery!

ICAC TASK FORCE

The Internet is the most powerful information tool ever created and can enhance a child’s education like no other resource. However, its very nature creates the potential for danger.

A recent survey revealed that 1 in 5 teens has received an unwanted online request to engage in sexual activities or provide sexual information. One in 4 has been exposed to online pornography. Two-thirds of Utah households have a computer-more than any other state in the country. Almost half of the homes in Utah have Internet access.

What is ICAC?

The Internet Crimes Against Children Task Force (ICAC) is a multi-jurisdictional task force that investigates and prosecutes individuals who use the Internet to exploit children. The task force is funded by a grant from the Office of Juvenile Justice and Delinquency Prevention and administered through the Utah Attorney General’s Office.

Also, Susanne gave us 8 tips that will help us and our children, maybe even prevent or stop the abuse in it’s tracks, if it’s used… Please sit down with your children and study these wonderful simple tips…

  1. Ask Permission to go anywhere!
  2. Buddy System - Use IT!
  3. Say Stop it!
  4. Be Assertive and Confident
  5. Trust your Instincts :)
  6. Never Keep Secrets (especially from your parents)
  7. Never give out or share personal information… Ever!
  8. Use your Courage!

What a wonderfully simple system of to-do’s that anyone can learn and teach… Communication is the Key!
